Analyst, Labor and Employee Relations

 

Custom Job Purpose

This position exists to assist human resource customers regarding all aspects of Collective Bargaining Agreement administration, including grievances and employee evaluations.

Essential Functions of this Job

Provides technical assistance related to negotiations for bargained positions on behalf of the District. Interprets collective bargaining agreement language, School Board policies, personnel policies and procedures in order to advise employees when necessary. Prepares case materials and schedules for hearings, grievances and other employee meetings. Assists in the preparation of documents, case material and other data for instructional and non-instructional employee dismissal review hearings. Communicates routinely and works cooperatively with all employees, union representatives, District staff, and various internal and external stakeholders. Prepares correspondence, spreadsheets, reports and other documentation for collective bargaining as necessary. Assists with all activities involving collective bargaining to include scheduling negotiation sessions and researching files and materials relating to contract administration. Presents information in formal and informal settings. Monitors and maintains data within the various human resources systems. Provides assistance to schools and departments in human resources operating procedures, documentation standards, and related matters. Processes/verifies employee transactions as required including, but not limited to non-medical extended leaves of absence, e.g., charter, educational, military, and personal leaves.

Places/transfers employees returning from School Board approved extended leaves of absence according to the applicable collective bargaining agreement. Support the Public Relations & Strategic Partnerships department with requests related to the Focused on Excellence employee group. Collaborate with the Policy and Public Records department to manage documentation involving incidents, investigations, displacements, and related matters. Processes all contractual displacements, placements, and involuntary transfers as necessary. Handles employee/union complaints, performing basic employee grievance investigations, assists management team in resolving grievances, recommends strategies for training, assists in preparing for negotiations/arbitrations. Coordinates and records group meetings for the in-service training in contract administration, and employee meetings such as monthly union steward meetings and grievance meetings. Uses good judgment and functions with a high degree of independence within the framework of established policies, procedures and instruction. Provides assistance to Human Resources management and the Senior Coordinator, Labor Relations with collective bargaining agreement negotiations. Maintains a collaborative relationship with department and District staff supervisors and employee group representatives. Compiles documentation to support negotiations; takes and maintains notes and action items documenting labor-management meetings and grievances. Drafts and compiles correspondence related to grievance responses, reimbursement approvals, and leave of absence documentation. Maintains employee disciplinary resources and templates for District and school administrators on the intranet. Assists in the preparation of School Board agenda personnel recommendations. Schedules and prepares meeting agenda items and documents for the annual Superintendent's Calendar Committee. Maintains school calendar history. Provides excellent customer service to all customers of human resources products and services.

Qualifications

High school diploma or equivalent, Bachelor's degree preferred. Minimum of two (2) years of successful experience in labor relations or collective bargaining, OR, minimum of three (3) years of successful human resources experience preferred. Demonstrated knowledge of human resources processes and procedures. Ability to meet and deal professionally and courteously with District employees and the public. Demonstrated ability to work with diverse groups, and effectively communicate, both orally and in writing. Knowledge of current computing technologies and software applications appropriate to the position's job responsibilities.

Knowledge, Skills and Abilities

Considerable knowledge of the labor relations and human resources guidelines. Proficient in using multiple computer programs such as Microsoft Word, Excel, and Access. Ability to analyze facts and to exercise judgment in arriving at valid conclusions. Ability to understand and interpret complex oral and written instructions. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain harmonious working relationships with subordinates and with other departments. Bilingual/biliterate preferred.

Work Context

Requires some sitting and standing, walking and moving about to coordinate work. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires face-to-face discussions and contact with individuals and/or teams.

 

Requires work with internal and external contacts, and with the public.

 

Physical Environment

Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
