Analyst, Purchasing Buyer

Custom Job Purpose

This position exists to perform the centralized, formal solicitation activities, including competitive bids/proposals for a wide variety of services, goods, and equipment and assist in the overall purchasing function.

Essential Functions of this Job

Assists in the determination of county-wide needs for specific categories of materials and services. Assists or develops specifications to assure quality and satisfaction. Maintains current data, relative to approved standards and specifications in assigned categories.

Acts as a liaison with schools, other departments, and outside vendors on purchasing matters using acquired knowledge of policies and procedures to bring positive resolution to procurement issues.

Receives and responds to requests from schools and other departments for assistance in obtaining competitive quotes, navigating to posted purchasing documentation and preparing requisitions.

Develops bids and performs the purchasing function for items as assigned. Evaluates or assists with the evaluation of bid results. Supervises the preparation of purchase orders and storeroom requisitions related to the specific categories of materials and services.

Supervises the work of clerical and secretarial employees in the buying function. Develops and maintains catalogs of equipment and supplies. Supervises the expediting of delivery and follow-up of purchase until ultimate satisfactory receipt of materials or services is accomplished. Supervises the documentation of evidence needed for accounting purposes. Certifies payment upon proof of receipt of material and services for specified categories.

Qualifications

Graduation from high school or completion of GED supplemented by college-level courses in business administration and/or purchasing. Considerable experience in purchasing, preferably at an assistant buyer or buyer level; or any equivalent combination of training and experience. Considerable experience in the use of job-related computer programs is required.

Knowledge, Skills and Abilities

Considerable knowledge of the policies and procedures used in the procurement of specific categories of materials and services.

Considerable knowledge of the information and materials relative to sources of supply.

Considerable knowledge of the needs of the School System in the specific categories of materials and services.

Considerable knowledge of clerical procedures as they relate to the purchasing function.

Ability to exercise sound judgment in making decisions in accordance with prescribed policies.

Ability to make arithmetic computations with speed and accuracy.

Ability to establish and maintain working relationships with employees, departments, and vendors.

Skill in the application of modern buying techniques.

Bilingual/biliterate preferred.

Considerable knowledge of data collection and analysis as it relates to the purchasing function.

Ability to plan, recommend and implement new procedures directed towards ensuring effective utilization of departmental resources to support the district's purchasing requirements and departmental goals.

Work Context

Requires sitting and some standing, walking and moving about to coordinate work.

Requires coordinating with others in accomplishing work activities. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public.

Physical Environment

Requires working indoors in environmentally controlled conditions. Requires sitting for most of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
