Analyst - Payroll

Custom Job Purpose

Responsible technical and professional work in analyzing work processes and payroll functions to ensure accuracy, efficiency, and timeliness, particularly relating to salary calculation as it relates to overpayments/underpayments, personnel/payroll/risk management actions, aligning work process with applicable School Board policies, state and federal law.

Essential Functions of this Job

Responsible for verifying internal audit of salary calculations. Examines and evaluates data entry error reports and make recommendations for improvements in the process. Continually analyzes critical Payroll data and designs data collection methods to provide the department with relevant data to support innovative and improved processes. Uses organizational knowledge of the department as to how all of the payroll positions relate to each other to make appropriate recommendations. Supervises, reviews, and checks the implementation of the improved work processes. Prepares written reports and discusses recommendations with appropriate administrators. Serves as a supervisor as well as a back-up and is crossed trained in regard to salary calculations for both union and non-union salaries. Maintains a system of accounts receivable for all separate/terminated/retired overpaid employees, recording and maintaining the letters and payments received.

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Accounting or Business related field preferred; minimum of (3-5) years' experience in accounting and payroll, previous supervisory experience preferred.

Knowledge, Skills and Abilities

Considerable knowledge of data collection and analysis and their application to the payroll functions of the school board. Knowledge of spreadsheet and word processing software. Ability to plan and implement the programs directed towards ensuring effective utilization of departmental resources to support the district's Payroll needs. Knowledge of payroll policies and procedures. Must possess good oral and written communication skills. Ability to analyze data then troubleshoot any discrepancies and implement corrective procedures. Bilingual/biliterate preferred.

Work Context

Requires sitting and some standing, walking and moving about to coordinate work. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public.

Physical Environment

Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
