Assistant Superintendent - Fac and Ops
Custom Job Purpose
This position exists to perform highly responsible administrative work in supervising architectural services, construction services, maintenance services, planning and concurrency, and custodial operations for the school district. Ability to plan, schedule and coordinate program development, design and construction projects; prepare, implement and supervise budgets; knowledge of long range and short range facilities planning, construction, maintenance and renovation; ability to effectively use problem-solving skills; ability to effectively use public relations skills; skills in personnel management, knowledge of public sector finance, strategic planning and understanding of metrics. Develop and implement annual District Five-Year Work Plan. Oversee capital budgeting process and capital expenditures. Â Serve as district liaison to local government agencies. Oversee implementation of concurrency agreements with appropriate county agencies. Monitor facility and maintenance departments' performance. Â Prepare recommendations for School Board meeting agendas and attend School Board meetings. Lead and monitor divisions/departments in progress toward attainment of division strategic goals and objectives. Apply local, state and/or federal legislation requirements and standards to district programs and services. Represent the Superintendent at school, business and community meetings during business hours and non-standard business hours. Attend local, regional and state meetings as a representative of the Superintendent. Manage divisional budget with an emphasis on cost consciousness. Perform any other duties as assigned.
Essential Functions of this Job
Directs and coordinates the in-house and major construction programs for the school district. Plans, directs and coordinates all activities and functions of the division including architectural services, construction services, maintenance services, custodial services, and plans and oversees implementation of concurrence agreements with applicable county agencies.  Evaluates and recommends facilities (capital needs) to accommodate present and future enrollment based on an analysis of statistics of pupil growth and population mobility. Oversees the property management services including acquiring, disposing and leasing of real estate owned by the School Board. Reviews and recommends changes to policies and procedures within assigned responsibilities. Directs the engineering, designing, construction and maintenance of new and existing buildings and production facilities; supervises compliance with engineering specifications and state regulations. Inspects and studies new property leaseholds. Compiles and maintains specifications and other factual information on facilities. Prepares cost estimates. Coordinates and supervises work performed outside by outside engineering, architectural and construction firms. Supervises and directs all personnel and evaluates employee work performance. Supervises the time schedule, contracts, and architectural services of major construction projects. Responsible for matters related to physical planning, including site locations and acquisitions, construction, maintenance, repairs and operations.  Oversees the testing, evaluation and operation of equipment in the physical plant. Prepares operating budget, monitors and controls of expenditures for all departments. Responsible for the construction budget and keeping projects within budget. Receives and evaluates construction bids and presents recommendations to the School Board for approval. Makes recommendations for construction projects and determines necessity of replacement or repairs of major mechanical equipment.  Establishes priorities concerning the use of maintenance and construction crews. Coordinates work efforts with other divisions and departments. Evaluates all direct report personnel. Maintains high level of customer service.

Qualifications
Knowledge of engineering, building construction, construction engineering, facility maintenance and management of related fields. Considerable experience in construction of school plants and facilities desirable. An earned Master's degree from an accredited institution with a minimum of five (5) years of progressively more responsible work experience managing construction and facilities in a management capacity. OR An earned Bachelor's degree from an accredited institution with a minimum of seven (7) years progressively more responsible work experience managing construction and facilities in a management capacity.
Knowledge, Skills and Abilities
Extensive knowledge of the practices and procedures utilized in maintenance and construction programs. Considerable knowledge of civil engineering and architecture as it relates to construction and maintenance. Considerable knowledge of school board policies and procedures related to maintenance and construction. Ability to plan, organize and administer efficient maintenance, custodial and concurrency and planning services. Ability to establish and maintain effective working relationships with school system employees and general public. Ability to maintain proper records and reports. Bilingual/biliterate preferred.

Physical Environment
Requires working indoors in environmentally controlled conditions. Requires prolonged sitting and the ability to lift, carry, move and/or position objects weighing up to 20 pounds.
