Position Title

Senior Analyst, Purchasing Agent

Custom Job Purpose

This position exists to perform the centralized, formal solicitation activities, including competitive bids or proposals for a wide variety of services, goods, and equipment.

Essential Functions of this Job

Execute centralized, formal competitive solicitation processes for assigned commodities and services excluding land, facilities and construction.

Work with subject matter experts for the development of complex solicitations including RFIs, RFQs, RFPs, ITBs, Sole Source as best matched for the commodities needed. Ensure processes are in accordance with sound procurement practices, district policy and other provisions required by federal, state, and local laws. Responsible for standardizing solicitation and contract provisions, clauses, templates, and forms promoting internal efficiencies and best practice standards.

Maintain a schedule of assigned bids and solicitations. Coordinate and administer procurement planning/training sessions with end user department representatives to ensure understanding of the procurement process, associated timeframes, procurement laws and board policies. Facilitate the evaluation and recommendation of complex proposals for award.

Provide advice to personnel on procurement and contracting issues. Assist with contract interpretation, resolution of disputes and contract modifications as necessary. Coordinate with other functional areas to facilitate procurements.

Perform job functions in a responsible, professional, and ethical manner. Establish and maintain effective working relationships with school, department, and district personnel.

Qualifications

Bachelor's degree from an accredited college or minimum three (3) years of experience in purchasing or related discipline, preferably in government or public purchasing; or equivalent combination of training, experience and education which provide the necessary knowledge, skills and abilities and other competencies necessary for success in the position. Professional purchasing certification is preferred. Minimum of three (3) years of experience in the use of job-related computer programs/systems.

Knowledge, Skills and Abilities

Knowledge of current purchasing practices and procedures. Experience in researching, writing, evaluating, and administering competitive solicitations. Must possess proficient verbal and written communications skills. Ability to maintain effective working relationships with employees, vendors, schools, and departments. Ability to make sound decisions based on established policies and procedures and accepted business practices. Demonstrated leadership and management ability. Proficient computer skills with Microsoft Suite (Outlook, Excel, Word, and Access); knowledgeable in the use of enterprise resource planning (ERP) systems. Preferred: Knowledge of diversified commodities and materials used in school systems including capital equipment for new facilities; knowledge of State Statutes, School Board and DOE purchasing policies and procedures.

Work Context

Requires sitting and some standing, walking and moving about to coordinate work. Requires coordinating with others in accomplishing work activities. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public.

Physical Environment

Requires working indoors in environmentally controlled conditions. Requires sitting for most of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
